The Commission for Energy Regulation (CER)
is an independent body with responsibility for overseeing the
liberalisation of Ireland's energy sector.
The CER was established and vested with regulatory
powers over the electricity sector under the Electricity
Regulation Act, 1999. The enactment of the Gas (Interim)
(Regulation) Act 2002 expanded the CER's jurisdiction to
include regulation of the natural gas sector.
With regard to the development of new CHP facilities,
consents are required to be obtained from the CER with respect
to their construction and operation.
